Can you buy a annual pass at Disney and still get your discount?
If so what kind of ID do they require for a family member?

Yes, you can purchase DVC Member priced APs at any Theme Park Ticket Window or Guest Relations location at WDW.

You will need your member id card and government issued ids with photos for all adults (ages 18+) showing the same address as the member.

Yes you can buy when you get there. At Disney is actually the only place you can get the AP (if you buy earlier, you just get a receipt and then pick up the pass when you get there). You get the discount by showing your DVC member card and a picture ID (if requested, sometimes they don't check). Family members, if adults, may be requested to show picture ID, such as driver's license, with name and address on it.
