Anna and Elsa at Epcot?

No, they no longer appear at Epcot. Meet and greet is at MK, they appear in the MK afternoon parade, and you can see them in their own processional and show at DHS until 9/1 (no meet and greet.)
 
You can find Anna and Elsa at Princess Fairy tale Hall in the Magic Kingdom. I recommend a fast pass because the line is known to get up to 300 minutes.

Also, this summer HS is promoting the Frozen Summer where you can see Anna and do the Frozen experience like building a snow man and ice skating but there is no meet and greet. There is also a show and firework show dedicated to Frozen at HS. So far it is just for the summer.

They also appear in a special processional at DHS during the summer (ending 9/1)

You mean Anna and Elsa? Yes every day at 11:00am is a Welcome Parade. A small parade with Anna, Elsa, Kristoff and some "ice" skaters. Then Anna and Elsa get on stage and sing let it go with everyone. I suggest lining up for 11:00 for that one as it gets crowded.

Just to clarify the parade I'm speaking of is at HS and you can get tickets for preferred viewing and a no wait in line for the Frozen experience among other things the ticket includes.

"The Frozen Summer Fun Premium Package, available daily from July 5 – September 1, 2014 (with the exception of August 23), will offer guests reserved viewing for three of the park’s most anticipated new experiences. Wow I didn't know! Thanks for the update.

At any rate, if you plan accordingly it is possible to get there and do the experience without having to pay $59. I did it opening day and arrived at rope drop and accomplished it all without waiting more than 20 minutes. However, I did have to plan my day around it and it was really all the did that day. So worth it!

They actually give out free tickets for each singalong every day at DHS during the Frozen Summer of Fun. They didn't want huge lines of people for each show, so they give out tickets starting when the park opens each day.

The premium package also includes singalong tickets, but those who bought the premium package have preferred seating for the singalong show of their choice.
