I had noticed SW isn't eligible for check in on board. What is the chance that will change? I know when we went to WDW in 2014 we could check our bags there.

Yes, check in with SouthWest is done if at a WDW resort. But not on DCL. As noted, DCL and SouthWest did a trial run a couple of years ago, and both parties opted not to continue.
