An Norwegian/Canadian Epcot design?

Would someone who has the right software be able to help me make a t-shirt design for my 18 month old that would have the Norwegian and Canadian flag and say: "Made in Canada with Norwegian parts"? (I'm from Norway) Pretty please!!! I tried on paint but it was useless.... Here are the flags:
