So the only thing left to declare are 15,16,17,18,19,20,21 and 22. I guess that will be done in January.

For a while they were declaring new units every month. This time there was a 2-month wait. There are also more points associated with this group than the previous group so it might take a bit longer to sell these out. It's possible they will declare the remaining units in two stages since that would keep each "release" around the same number of villas as the previous ones.
