I always wondered why Disney never ever promoted the characters outside of Disney Parks?

It used to be that whenever Florida and California promoted tourism in commercials you would always see the Disney characters promote California and Florida tourism to promote Walt Disney World and Disneyland and when county fairs would promote Disneyland tickets in Los Angeles the Disney characters would be at the fair's booth to sign autographs and take photos with guests. But I find it shocking that Disney Parks and Disney in general do not promote the characters outside the theme parks and they should? Because if a toy store was to promote a Disney Princess event they would use the Disney Princesses for meet and greets with fans. But the only time I ever saw the Disney characters outside the parks when The Disney Stores would have grand openings in malls and Mickey and Minnie Mouse would be on hand to take photos with children but other than that it is shocking that Disney in general doesn't do this and they should to attract Disney Parks visitors and to promote the theme parks. Why Disney doesn't promote the characters outside the park is strange. I mainly think that Disney sees character promotion as a money spending process and they really wouldn't promote the theme park characters without asking the mall or store's permission before having a Disney themed event and they see it as time consuming
