Unfortunately no. It is roped off. You can only head back towards Mexico.

We will be staying at Boardwalk. So in order to get to PSB we will have to walk clear to the other side of WS instead of being able to walk from France?

If you look at a map of Epcot WS, it is shorter to walk to Norway by way of Canada than by way of France.

They have CM's out along the path to make sure that you go where you are supposed to. They seem pretty good about keeping people from where they are not supposed to be.
