if the carriers' websites would clearly state their policy, it would certainly be easier to enforce and passengers of size (and the rest of us) wouldn't have guess as to the official policy. The OP is trying to ascertain information that is general in nature and should be readily available, ala ADA information imo
Re the various excuses I received pre-compensation, I assume you are correct (can't say i've ever encountered this issue despite years of travel), accordingly; airline employees (both FAs & customer service personnel) need to be educated, then explicity follow their stated policy
