That is not true, I picked up a license this fall with my middle school daughters report card.
It is the same exact software, biggest difference is that you can not upgrade it down the line.

This software may be purchased by:
•University and college students—students enrolled at a higher education institution defined as an accredited public or private university or college (including community, junior, or vocational college) that grants degrees requiring not less than the equivalent of two years of full-time study
•Primary and secondary school students—students enrolled at an accredited public or private primary or secondary school providing full-time instruction
•Faculty and staff—teachers and staff employed by an accredited primary or secondary school or public or private university or college
It depends on where you buy from. Some places impose a higher ed restriction, others do not.

I picked my copy up at the campus bookstore where they didn't even check ID.
I bought my copy from Amazon and activated it via Adobe's site. They did require a copy of the report card, but that was it.
Really? I didn't have to activate my copy of LR3 at all which honestly surprised me. I just plugged in the serial number provided in the box and all was good. Unlike Photoshop, where they practically want your firstborn just to get into the software.
Maybe they do have different sets of serial numbers out there that go to different stores or something.
Only differences I'm aware of is that it's not for commercial use...
