I'm listening to the Passporter Podcast and they said that Disney has announced the ability to book room + dining plan (no tickets required) as a package. AP holders have always been able to do this, but now the general public can also book it.

Note that this is still a package reservation and is subject to the cancellation and payment rules that any other packages have. But this will allow those of you who like the dining plans to buy your tickets elsewhere at a discount and still get your DDP.

ETA: I just tried to create a room + dining package on Disney's website and it didn't work. It still requires you to purchase tickets for the dining plans to even come up as an addon.
 
This is interesting. We Booked our room with a PIN and just got our tickets through the Orbitz/ Ebates deal. I wonder if we can keep our pin savings and add dining. Did they happen to mention that? Off to Google :)
