We're going Jan 23-28. My daughter mentioned as we were speaking on the phone that she would come down and meet us. We're staying at the Boardwalk. She would be there the 25th-28th. We want her to stay in our room with us and we'd get her park passes. Can it be done?

Yes, I have done that many times when my sister and I are there and my BIL joins us for a couple of nights. Just go to the front desk together and let them know you have an additional guest and the dates they are staying. You can get a key card for her at that time if you want one, or she can use an old Magicband or her phone for the room key.
 
It may be different if you've booked a package vs room only.
I only did it on a package once, and we didn’t have an issue. He arrived about halfway through our stay and only stayed a couple of nights.

My understanding, and I could be mistaken, is that once check in occurs and the entitlements for the package have been issued, it’s not a problem. However, you can’t add them in advance of check in without the requirement that they get all the package components such as tickets and dining plan.
 

You should expect to be charged for any extra adults (over 2 up to room capacity) if staying in the hotel. You may or may not actually be charged. DVC has different occupancy limits/charges.
 
Did it all the time on packages and room only trips with my kids that were in college. Don't do it in advance, just go to front desk and tell them the days, that way if she triggers an extra adult charge you only get charged the nights she is there.
