I think that is a hard call and could go either way.
My sister-in-law and her husband love their kids very much, more than anything. They nearly worship their own children. Their kids are not "bad children", but they are spoiled and not disciplined very well. They have to tell them over and over to not do something before the kids listen (dont touch that please, xxxxx. dont touch that please, xxxxx. I said dont touch that please. please dont touch that, xxxxx. )
They never raise their voices and they never really enforce anything on them. On the other hand, they watch their kids like a hawk and are super protective. But, when you dont require your children to listen the first time or behave, you are setting the tone for how the rest of society will accept the. What we teach them when they are small is what we as parents are telling them about how the real world works.
So, parents can love their children and attempt to instruct them on how to behave, but they can be dismissive at the same time.
I doubt anyone here would disagree with a word you said. I'm sure we have all met kids just like you describe.
But that still doesn't mean that a properly raised and disciplined child will not give in to the urge to stick their hand in the water on a ride from time to time. So making assumptions about accidents in an amusement park would be pointless.
