So Oct is a very special month for us and I want to take our 4yr daughter for the first time. A couple of questions.
1) is it too early to start looking for deals?
2) Is it too scary to take a 4yr old for the first time around Halloween?
3) Will the characters only be dressed in Halloween costumes or can we find some in regular outfits.

I would say, first of all, if you haven't already seen it, check out our
Halloween at DL super thread, as it is a great source of information. Not only is there great information but also, all throughout the thread, there are photos of pretty much everything related to DLR at Halloweentime, including characters in costume, the Trick or Treat Party, the Halloween tree, the Dia de los Muertos display, the Haunted Mansion Holiday, store and window displays, Halloween food, merchandise, decorations, the Halloween Round-Up, etc. Even if you don't have time to read through the whole thread, scroll through it and look at all the amazing photos - this will give you a good idea of whether it would be too scary for your 4-year-old.
Fortunately, the way Disney does Halloween is much, much different than the way Universal, for example, does Halloween. There are no maniacs running after you with meat cleavers or popping out at you from the fog with chainsaws. It's
very tame and fun! I think your 4-year-old will love it!
It's probably a bit too early to start looking for deals at DLR hotels, but HoJo has already released some dates in October with the Entertainment Rate, so that may something you could look into.
There are characters around DLR, both in and out of Halloween costumes (you will see the photos in the Halloween at DL thread). You can always meet Mickey in ToonTown and he won't be in Halloween costume.
