We are going in October and plan to buy annual passes and take advantage of the discount for DVC members. I would like to wait and buy them when we arrive, but I am unclear about whether you have to purchase them online through the DVC member website or can I just buy them at the front desk of our resort and still get the same discount?

you can't get them at your resort.

but any guest services you can and I think now at any ticket seller line at WDW?

not sure about that one - but since it gets activited in the line and not at guest services I think you can.

I know you can get them at guest services because I have. both DD and Epcot.

you need your blue membercard from DVC plus an ID (driver license or passport).

You are supposed to be able to buy them at any GS or ticketbooth.....ie the ticket booths in front of Epcot and at the TTC. But apparently a few people have been told no at the ticket booths. GoldenOldie said that might happen if they're unusually busy but that you should be able to buy them there.

You can't buy them in the actual entry lines.

Be sure to have photo ids for adults and your DVC card with you.

I bought mine at the ticket windows outside the MK turnstiles.

I bought mine at GR outside AK. And DH bought his at GR at DTD. So now you have it confirmed that AP w/DVC discount has been bought at 3 of the 4 parks (I don't think MGM is confirmed) and at DTD.
