Do they have a year round discount rate for rooms, or is it just during specific times of the year?

It depends on the hotel.

For Disney Resorts -- the discount will vary based on Value, Regular, or Peak seasons. I believe there is no AAA discount during Holiday season.

For other hotels & hotel chains, my experience has been that it's typically the same discount year-round. But, as with Disney resorts, the discount is always "subject to availability".

I believe that it is up to the hotel -- not AAA -- to decide when to offer the discount, and for how many rooms.

I am staying at POFQ from 10/6 to 10/12. I was informed by my DU rep that there is no AAA rate at that time at that hotel. Does this sound right. I hope not, the only reason I got AAA was for the discount.
