Yes, it is called "Restricted Delivery" and it can be purchased as part of Certified Mail service. As far as I know, the circumstances you have described would not be mail tampering per se, but maybe someone else knows better.

Actually Registered mail can only be delivered to the person it's addressed to and the "rule" is they must show ID. Registered has the RED tag, certified has the GREEN one. Rule for Certified is anyone who is there can sign for it. The answer to your question is...no, that's not tampering...it's not nice but it's not illegal either. Best bet? send it REGISTERED.
