So if I am checking in late on Aug 29, but not needing a ressie until the 30th, is my 90 day window based on the 29th or the 30th?

Also, when is Sept park hours expected to be released?

It's by your check in date. You can book starting on that date plus up to 10 days in the future, according to your length of stay on your reservation.

September park hours will probably be out around June 4th.
