Over the years I've seen likely 4 or 5 people willing to sell at a rate much less than the rate
DVC will supposedly buy it back for. I can quote a member on this board that had a contract at $40 pp but alas, DVC said no. They ended up with around $50 pp and DVC let it go through. With the ROFR, it's just not worth the hassle of trying to get a low ball contract. I haven't seen any that low since the resale price increase of about 15 months ago but then I haven't been as involved with that type of thing for about a year or so. Trouble is those that want to sell and will take much less usually don't know how to go about finding a buyer.
In general it's not hard to find contracts at the minimum DVC will allow, you just need to work at it a little and be willing to offer very low and hold your ground. The trouble is that most people who buy DVC that we hear about (this BBS) are set on buying, it's just getting the right price. In order to get the truly great prices, you must be willing to walk away and possibly never buy if you don't get your price. You also need to be willing to take the chance on DVC excercising the ROFR.
I recently bought a second unit at Marriott's Grande Ocean resort. I had a few price offers in with brokers and it was essentially take it or leave it. I had several laugh at me and tell me if they found one that low, they'd buy it themselves. Well, one of them called and offered at the price I wanted. After I'd made the commitment, another called and offered the same at a several thousand lower than I had offered. I was tempted to buy it and resale it but I just didn't have the money for a third unit and didn't want to back out of the first agreement. I bought a unit in Aruba for 1/7 of the person's asking price and about 15% of the resort sales price. It took over a year of follow up and being willing to contact them again to see if they were still trying to sell. Truth is the resort would have bought it for about 3-4 times what I paid and I ended up selling for a significant profit but still a good deal for the buyer.
You usually also do much better from a price standpoint staying away from the big 2 or 3 that you hear reported on this BBS. A few months ago, I gave a list of places that had WLV for resale, it's a good starting point for additional resale resources.
