Sometimes they don't stagger when the ship is not very full. They did not stagger the EB Trans Atlantic in 2007 bc the ship was empty. They even only had 2 late seating rotations vs the normal 3. We were lucky bc we had early dining but no later seating following us. It was great bc we got so much extra and had the best wait staff ever!!!
Then last summer in June the ship was packed and there were 3 seatings at both main and late seating.
I could be wrong but I doubt DCL will do away with the staggered times. It helps everyone to have it that way. It helps to break up the movement on the ship, ie everyone is not trying to use the elevators at once, etc.
I hope so because I can't do that 8:15p time
