5th gate on the horizon?

My experience through my previous employer, wasn't so much they had an agenda either way. It was that the process is lengthened by public comment. Public is oversight required. In order to allow it, you need to allow time for people to comment. Not a bad thing, but those waiting periods add a significant time project completion dates.

One thing I'm pretty certain about - no Disney project in Florida has a "public comment" period.

I wouldn't think so. And usually public comment periods only are an administrative delay in hot bed projects - like anything inside New York City where there is special interest resistance to everything.

Why would that be an issue in Orlando? The only possibility is if a competitor organized one through intermediaries and that has not been the case. Growth is good for business for all entities down there.
 
Disney could build a full theme park in 5 years if they so chose. That's about how long it took from shovels to opening in Shanghai. Hardly a small park.

Wait...are we talking about "shovels to opening" now? Then I agree with you! Five years.

But if we're talking "management decision to build a 5th park to actually opening the fifth park" I'm sticking with my 10+ years.
 
Remember that one of the biggest obstacles in a project such as Disney Springs or New Fantasyland is the fact that the construction has to accommodate the operational needs of the existing infrastructure.

This cannot be underestimated and I think with a complete new build the construction period could and should be significantly reduced as the area is completely off limits to guests and most staff.

The ridiculously long drawn out construction periods are largely down to the operational needs. The hub expansion taking 16 months for instances is a good example of this. Avatar land (once actually started) on the other hand has come along much quicker as they can just get on with it.

To be honest it almost feels like a 5th park is under way at WDW. Kind of like a mad scientist was given an open check book or something to counter US.

If what is happening was in a new park maybe located between MK and AK and it had:

Disney Springs as the shopping/dining/entertainment district of the park.

The Star Wars land we are seeing.

The Star Wars Fireworks show they are planning.

Toy Story Land.

A 3rd and 4th phase planned.

A separate Soarin Screen.

A TSM Track.

The new Frozen ride and M&G.

ROL for the "2nd" night show.

The Avatar Pandora Land and rides.

The Night Safari.

Kinda the new MK hub for the night shows.

GF/POLY/WL DVC's as well to try out.

Actually they're not down to operational needs (not exclusively anyway). Avatar for example is in a part of the pack that really isn't impacted by people or animals. It has at least as much, if not more to do with how Disney wants to portion out the money.

The obvious exceptions I would grant are that 7DMT and the hub really were an operational challenge. But they are the exceptions. It's not the case for Soarin', TSMM, Toy Story Land, Star Wars land, Avatar or most of Disney Springs.
 
I would assume that the construction of the two parking garages at Disney Springs was staggered in order to not close off all the parking lots at once, those type of concerns would be much less of an issue if Disney Springs was not operational. I realise the finance comes into it also but I do think the operational needs must come into it a great deal. With Toy Story Land, much of the last 10 months has been spent relocating backstage services to make room for construction to take place. Those type of slow downs would not happen on a new build is all I meant.
