Can your 4th fp be for an additional tier 1 ride? Thanks!

I try to go on this as much as I can but I'm lost here. How do you get a 4th fast pass I last went in February and my family only got 3 but if you can get 4 now then I'm more for the new FP+

Is it possible to book a forth fast pass in , let's say, animal kingdom, then change it on your phone to an Epcot fast pass ? We want to park hop, use all our fast passes in the morning at animal kingdom , then take a break mid day and head to Epcot. Has anyone tested this ?
Do you have to use all three fp to get to #4 or can you just let them expire?
You can let them expire if you want. At epcot one morning we scheduled living with the land at 9:00, TT at 10, and Spaceship earth at 11 but we didn't actually get to the park until 10:00. We purposely let Living with the land expire since we had ridden it already the previous day and wanted to get to our 4th FP option as quick as possible in the hopes of getting soarin later that day.
We just got back today from an 8 day stay at the parks and just wanted to throw out that you have to be a little more careful when you are scheduling your 4th fastpass and any after that at Epcot or Hollywood Studios because of the tiering. For example, we were at Epcot and did Test Track (tier 1), spaceship earth (tier 2), and living with the land (tier 2). Then I went back to try and get a fastpass for Soarin for later in the day. It wasn't available so I chose Maelstrom for my party since it was a Tier 1 attraction and after I left the kiosk I played with times on my smartphone moving one or two individuals in my party at a time to Soarin until I got what I wanted. If I had chosen perhaps seas with Nemo at a kiosk which is a Tier 2 attraction I would have only been able to change it to another Tier 2 attraction on my smartphone. Soarin, Test Track, or Maelstrom would never have been available because they weren't in that tier. Is that as clear as mud?
I learned that the hard way the day before at HS when we were trying for rockin roller coaster for our 4th but I chose TOT instead because it wasn't available at the time we wanted. A friendly CM told me at another kiosk that I could only switch to other Tier 2 attractions since TOT was tier 2. The cool thing he helped me do was switch TOT to American Idol which has a really short fastpass redemption time, then I just let it pass, it only took 15 minutes , then I went back to the kiosk and scored a Beauty and the Beast (tier 1) and was able to switch it later to a RRC for that evening.
Wow, that's a pretty big detail that Disney left out!
