But I think the server/host/hostess should just give customers back their change, without asking if they want or need it, and let the customer decide what to tip afterward.
I guess I can see a reason for that, though. How many people need smaller bills, but wait to tell the cashier until the change is given and the register is closed. It has to then be opened back up and the correct bills given. It doesn't take much time to do that once, but doing it many times a day could add up, especially at a busy restaurant with a line to pay. Can't think of another reason they should be asking, though, and I agree with your strategy as a waitress!
