The short answer is that they do not need to offer discounts there......(snip)...
If they had offered a similar great annual pass offer for DL (even the combined WDW/DL AP) we'd have bought one there too, ..........I don't understand why DL consistently gets the short-shift on DVC discounts. .......(snip).......
Most of the discounts offered to DVC members are extended to increase revenue in certain areas.
DL annual pass prices were substantially increased this last go around. Informed speculation suggested that Disney actually wanted to reduce the number of DL annual pass-holders. Apparently the revenue per passholder wasn't meeting expectations, and they'd rather have day visitors in the parks because they tend to spend more per guest. The DL market is different from the WDW market.
If the above is true, it is very unlikely that DVC members will ever be offered a meaningful discount on DL annual passes or the Premier Pass.
