I am not a DVC member (yet!) but would like to know, if you want to change a ressie within 30 days of the trip (for instance, to change locations), is there a fee or any restrictions (assuming availability)?
 
No, there is no fee or other penalty as long as the changed reservation uses the same number (or more) points as the cancelled reservation. If the new reservation uses fewer points, the unused points will go into the "Holding Account" which means they can only be used to make a reservation within 60 days of the arrival date and they cannot be banked. This happens whenever a reservation is cancelled within 30 days of arrival. 31 days or more incur no restrictions or charges.

Such a change will involve a cancellation and then making a new reservation (based on availability) so the "Holding Account" will be involved right from the start. To be safe, I'd make certain that you will be able to get the new reservation before cancelling the first one - otherwise it's possible to end up with no reservation and all of the points would be in the Holding Account.

Changing a ressie within 30 days of arrival is a really high-risk, low-reward gamble for the reasons Doc gave you. There would have to be some very compelling reason for me to ever attempt that one.

Since you're not a member, I'm wondering if you are renting and now want to change. That would be up to the owner you rented from, but I think 99% of the knowledgeable owners would not even attempt to make a change inside 31 days. It's WAY too risky.
