I have never used lmt.com, but I know many here have. I just checked their site after reading your post and - wow! - it does indeed say 3 and under are free. That's a HUGE typo that could affect people financially in a big way. And yet, their drop-downs for buying tickets says, "Child (3-9)."
As MyYearWithTheMouse stated above, a ticket is needed for anyone three and up. All three year old guests need a ticket at Disneyland and Disney California Adventure.

you do pay for the 3 year old. Ours turned 3 while there, we were upgrading our 4 day park hoppers to annual passes. The cm said....how did you get him in today? (on birthday) I told her. ...we just walked in on the old ticket. She said....you were supposed to pay for him. So his AP began the day of his birthday. Had we not been upgrading no one would have known. BUT fyi you are supposed to buy them a ticket as soon as they are 3.
That's what I was told, too. I asked the question on the official Mom's board on the WDW website and they said she didn't need a ticket. Our littlest DD celebrated her 3rd birthday at Epcot, on the very last day of our trip. We didn't buy her a ticket.
Oh please write into lmt and let them know of their error!
My goodness, that sort of thing is hard enough to really figure out anyway, especially during the days when you HAVE a child that age, let alone if they are making mistakes.
