If they do, it will most likely be at DAK as that's what they've done the past 2 years.

I'm looking forward to a DAK Moonlight Magic this December as the last one didn't work out because it fell on arrival night. I wish there was an event in May because we do frequently go that time of year. I don't know why that month is overlooked every year.

What time do they let people without day tickets in?

It depends on the park. Typically they let members in 1 or 2 hours before the park closes to day guests, and then MM officially starts one hour after official closing.

When we attended at AK the park closed 6pm, MM event was held 7p-10p, and they started checking unticketed members into the park between 4p-5p.

Epcot usually closes 9pm, the MM event runs 10p-1a, and start check-in 6:30/7p.

I think times are not confirmed until they send out the final emails shortly before the event.
