When does the annual point charts get released? I am in the process of buying a DVC contract via resale and will be planning a trip in 2017 but don't know what the point chart will be then.
 
Point chart for what? DVC resorts? If so the points charts do not vary as a rule. There have historically been only a very few point chart changes. For any particular DVC resort if they raise the points at one point they must lower the points the same amount for something else for that same resort. The overall total of points for any given DVC resort cannot change.

Any other type of DVC booking's points can and WILL change from year to year. Points charts won't be out for 2017 for anything but DVC resorts for quite some time.

In many of the recent years they have been released toward the latter part of January although the last year or two it's been a bit earlier in Dec or maybe even Nov. Some of the point requirements that are affected by holidays will shift to follow the holiday but overall I don't think there's much of an expectation of any adjustments. They have fooled owners a couple of times though! But in general you could most likely use the values from the 2016 DVC resort charts to do your planning.
 
It would have to be released no later than January 26th which is the the first day you can book a seven night stay that would include the night of January 1 using the home resort booking window (11 months).
 

Yeah, pretty sure last year they released it in late december. I seem to remember they have to at least wait until after the annual meetings, which are held in early December.

As others have pointed out, they don't change much year to year. The biggest shift would be the weeks around Easter Break, which does move from year to year. (Easter is in late March in 2016, and in mid-April in 2017.) Other than that, the seasons are pretty consistent.

The only thing stopping the points charts from coming out is DVC. There is no legal requirement for them to wait until after the annual meeting to release them.

Dues statements on the other hand, can't be released until budgets are approved by the board of directors.
 
Well, I totally admit I could be wrong on them coming out late December. That's just what I remember, but my memory isn't great.

Quite often they are not released until late December or even January. They could release them anytime they wanted to once they are set.
 
They are released after the association meeting so people in attendance don't ask questions.

Total points per resort can't change but there are some changes around holiday periods which vary. Easter and the weeks preceding and after are where i have got caught out in the past predicting points. Not being American I'm not sure if thanksgiving is the same.

Treehouses had a big change a few years ago (2013?) which made there more open to non SSR owners. And didn't Aulani change a fair bit last year?

I tend to use the charts from the two preceding years to try and predict my future trip I have to say though my next trip is Easter 2016 and i did make a big mess predicting points needed for my trip.

You're pretty safe looking at the 2016 calendar and assuming the same. Easter is really the only issue, if that's the time you're looking at, you'll need to take that into account.

Between 1991 and 2008, and other than the usual changes to reflect annual date changes to premier season for the Easter weeks and to magic season for the three days around Thanksgiving, there were only two changes of significance to the points charts, one at OKW to shift points among some seasons and one at BWV to divide the rooms into standard and preferred view, both of which occurred in the 1990s. Before 2009, we usually got new charts in Nov or at the latest early Dec (and arrival as late as early Dec may have just been because US mail, which could often be delayed after Thanksgiving, was the only form of notice and delivery for many years) . Effective for the 2010 charts, DVD made a major change lowering weekend nights and raising weekday nights. That change came in charts provided in mid-Jan 2009. In the 2011 point charts released in mid-Jan 2010, a second weekend to weekday shift took place, along with an additonal change at AKV to reflect point shifting done when a number of savanna view rooms, including two GVs, were changed to standard view. The 2012 charts were released in late Nov 2010 and there was a significant change for VGC with an increase in the number of premier and choice season days and a decrease in adventure and magic season days. The 2013 point charts were released in Jan 2012 and reflected a significant change for SSR, where the treehouses went up about 15% year round and all other room categories had minor decreases, and a change to BLT where several rooms were reclassified as standard view from Theme Park view and increases appeared elsewhere to offset the decrease. The 2014 point charts were released late Dec 2012 and Aulani had changes which decreased standard view GV's and increased ocean view GVs a little in all seasons and also shifted 14 days from choice to magic season, all apparently the result the result of the removal of a GV from iinventory and possibly a change of some rooms from ocean view to lower point views inventory. The 2015 point charts were released in late Dec 2013 and reflected changes at Aulani made to add the Hotel rooms to the inventory, and at Vero as a result of some ocean view inn rooms being reclassified as lower-point cost garden view rooms, with the resulting rise in points going mainly to the GV's in dream and choice seasons. In late Dec 2014, the 2016 charts were released with signficant changes to Aulani lowering the number of choice and magic season days, while raising the number of premier and adventure season days.

To be clear: the points to reserve treehouses increased, so they were not as desirable, so they were not booked solid by SSR owners at the 11 month mark as much. The purpose of the change was not to open them up to non-SSR owners, but it was the effect. (They did balance the increased points for the treehouses by decreasing the points elsewhere in SSR.)
