As the PP said, yes, children 13 and under can wear costumes in the parks on any day. The only rules really pertain to masks:

For Guests Ages 13 and Under
Costumes and some masks may be worn, as long the mask does not cover the entire face and eyes are visible.

As long as they still have them in stock, they're sold throughout the resort wherever Halloween merchandise is usually sold. That being said, they do sometimes run out of them. They're basically the reusable grocery store style bags that you see commonly sold in the parks. Sadly, the ones online (via the DisneyStore.com and Shop Parks App) say "Walt Disney World" on them.

Yes I do find it in the gift shop on Main street or pretty much anywhere they sell them. If they are out of the Halloween bags I usually buy a non-Halloween style bag. They are the same price for the non-Halloween ones.

Guys I'm getting so excited! Question about characters - I know we won't know for sure who will be there until the first reports come rolling in, but since some of the villains rotate - if I super want to meet Maleficent, and it happens to not be her by the time we make it up to the front of the line, are you allowed to stay to the side and wait, or do you have to just get back in line and hope you time it better?

It looks as if I'm going 5 times this year. I just bought my ticket for the 20th of September this morning. So here are dates I'm going September 20th and 29th, October 6th, October 17th and October 20th. I can't wait. I will try to have some what of a report back to you guys on the 21st of September

It looks like the Disney rewards insider has spilled the beans on the hunted mansion gingerbread house for this year.

"This year the famous gingerbread house in the haunted mansion holiday features a 7 foot tall cookie in the shape of oogie boogie peering into a gingerbread house crawling with giant gummy worms, spiders, scorpions and bugs."

Everywhere is transforming.

DCA is receiving hanging bats and they might even be working on the headless horseman statue but I couldn't tell from the balcony.

The second picture is in downtown Disney. They are putting pumpkins everywhere!
