They should get rid of rules they don't enforce. Most of them are rules asking people to be courteous and show respect for fellow cruisers, and that is difficult to "legislate." It also puts parents in the position of teaching their children it's okay to break a rule if there is no penalty.
Seriously. Keep rules you mean to enforce, get rid of the others!
And, my 2 cents, for new rules I'd add no smoking on the ship, let people who bring you tour the ship before it departs, and a curfew for younger cruisers (maybe 12yo?).
