Any restaurant with a bar. Table waits can be unbearable without ADRs but there is usually space at the bar. We've also had luck at Visa Napoli at the long tables - it's easier for parties of two to find room at the shared tables.

I also have a question about the Water Park Fun and More ticket: Can we use the fun part of the ticket before we enter a theme park? The info I have found says the ticket is good for 14 days and starts to run when you enter your first "park" - we want to go to a water park the first day...
