It was down Sunday about noon-ish when we walked by. I only went that far in to see what the wait times were & was surprised to only find about 50 people waiting in line until I heard the CMs explaining why.

Then it's the only ride that doesn't do that. We've been in line for several rides to have them go down. They've offered FP. At HM they gave them to everyone inside the queue. You can bet if I used a FP I will get a replacement one. I wouldn't go quietly

What happens if you have a FP+ for it and have already tapped?

You should get a ticket if they are clearing the queue. If they are not clearing the queue then they believe it will be up pretty quickly so won't give you a ticket unless you explain why you need one.

If you have not tapped the system will automatically convert your FP to an any time FP with replacement rides in case it never comes up.

We had a FP, scanned at the fron and made it all the way through the queue until we were about 5 families from loading and the ride went DOWN. They evac'd the ride. We hopped the rope fence right by the loading area and exited through the ride exit where CM's were waiting with paper "anytime" FP for anyone coming by.

When I was there 4 years ago. Test Track went down while in line and we were in the front and we were given fast passes. We were able to ride it again later. I don't think we were given anything when Pirates went down or the Mickey train.

Some time shortly after 1:30 we got a notification on MDE that we now had a FP for any other ride at any time at Epcot, including FEA, for the remainder of the day. We were leaving shortly after so we never did use it.

The other day we were at Jungle Cruise and it went down and the only reason we didn't get one was bc it was expected to be up again within 15 minutes. It was and we had no problems, but we were told they'd give us leeway if we came back a little later after our time since we came near the ned of our time and had a FP+ for Space Mountain about to start.

Yes, if you have a FP you havn't used yet, and the ride goes down during your FP window the MDE system will convert the FP to an anytime FP that is good for that ride, and usually several others.
The key here is you have a FP and you haven't used it yet
The PP asked what happened if you'd already scanned in with your FP and then the ride goes down. Quite different than a FP you hadn't used yet
Procedures have always been they give out a paper FP to those in line who have been waiting but can't ride due to a breakdown. Though maybe there is a time frame in which they hope to have a ride back up before they offer the FP
