Is there a cap DVC has for the yearly MF or can they increase whatever they want each year. Thanks in advance.

Yes and no. The cap is 15% ignoring taxes but all they have to do is increase it next year as well. They have a cap on the reallocation and this was exactly how they handled it, spread it over 2 years.
 
Historically, the increase has been 2-4% per year. While the maximum is 15% (without a vote of the owners), that has rarely been an issue and there has never been an assessment.

Undoubtedly dues we will see in twenty years would shock us into unconsciousness if we saw them now but that is the nature of the cost of everything as time progresses. There is the 15% cap per year on dues, but if it is any comfort, Disney really cannot just raise them 15% in any given year because it must follow accounting procedures applicable to annual dues for condominiums, coops and timeshares. The dues estimated for a year must be based on expected actual costs. Disney cannot build into the charges a profit. It does have a "management" fee, which funds MS operations and overall management of the resorts, from which it likely makes an allowable profit, but the fee is set at 12.5% of the rest of the annual dues except taxes, and thus though the actual amount may increase annually as dues increase, the percentage cannot be raised. Thus, when dues rise it is because costs have risen and the highest percentage of your dues is for employee (of Disney and outside contractors) costs.
