If we do not have a park ticket for the day we attend the party, I understand we can get into the park with a party ticket at 4:00. Am I correct to assume that we will not be able to book FP+ 60 days out (yes we are staying at a Disney resort) for that day at Magic Kingdom if we arrive to the park at 4pm using just the party ticket and not a park ticket??

You can if you have enough days of park tickets. For example, If you have 6 day park tickets, you can make FP+ reservations for any 6 days of your trip.

Last year I was able to reserve FP+ on a day I just went to the Halloween party with no problems, so it is possible. I have seen other people saying they had some trouble with linking party tickets to their bands, though. Instead of taking the party ticket it used a park ticket when they went through the gate, so if you do link your party ticket for the FP+, just know that's a possibility.

If you do pre-select your Fp+, use the plastic party ticket to enter the park and use your MagicBand at the Fp+ tapstiles. The Fp+ tapstiles only access your Fp+ data.

Would this work if you didn't have MBs and had plastic park tickets also?

Yes. Unless Fp+ data access changes before the parties. For now, tickets don't have to be used for entry to access Fp+ data.
