In the Op's defense. I do not think she is trying to blame disney. She is a little concerned over the lack of CM response.
I think somehow the CM's are "Trained" to not repsond as it may suggest fault and Disney could be sued. I'm sure they get sued all the time so they need to "CYA" so to speak
CM's not trained in providing medical assistance did not provide medical assistance. I'm not sure I would have expected them to. The most you should expect from a CM is for them to point you toward the first aid section of the gift shop or to offer to call an ambulance if you want one.

 What a bizarre small world we live in.
  
  I'm sure Disney does train their CMs not to put themselves into a liability situation, but obviously some of them need a "refresher course" on the difference between assuming responsibility for an accident and just showing some common courtesy and compassion!!!  It may do no good to let them know, but you'll probably feel better.  Oh, and get to a doc about your foot.
