As a BWV owner, I have a few thoughts on this.
First, as Dean has mentioned several times, the worst thing Disney did was to call them "Preferred" views. That suggests that they are somehow superior and then people just plain get upset if they think the view is too plain.
I would not particularly favor another point tier.
What I would prefer instead, at ALL the
DVC resorts, is a better categorization of the room that you could book when making reservations. All would have the same point value, but BCV would have some "EPCOT View" rooms and be able to confirm that like the Boardwalk View rooms. Likewise, if there are less than desirable views, they could have a classification like "VWL Common View" or something that would designate the dumpster area.
Then, when people made reservations, they would know their view ranges. And maybe if I was assigned a view I didn't like, I'd switch resorts at the 7 month point to sample another resort.
Frankly, no matter what they do, people will complain. I think the whole "view" thing has become a nightmare for Disney...and not only in the DVC resorts. You can read thread after thread on the Resorts Board giving room locations and how to get them.
