Both.

It is "about half" under construction and "about half" open for shopping.
But, the reports are that the half that's open is very congested with guests.

Some of the merchandise sections normally found in WoD have been relocated to other outlying DS stores during the construction.

I would avoid WoD right now. Everything in there can be found elsewhere. It was a mess when I went inside in March.

It’s being done in phases and should be done by the end of the year.
