World of Color viewing terrace only for DVC?

Can anyone confirm that the World of Color viewing terrace atop the Villas at Grand Californian is for DVC members only? I remember rumors that it was for DVC only... Just want to confirm! Thanks!

The sign posted outside of it said it was for guests of the Grand Californian and did not designate it was for Villa guests only. I did not ask for clarification though.

by all accounts the view of WOC is crummy from this vantage point anyway.

I'm questioning why they decided to build the platfrom in that location which such a poor view. They could have easily figured a way to build on top of the Grand Villa which would have had an amazing view. Is there an architectural reason they didn't?
