Work Office Practice Question

I have a question for any HR people out there.

The manager of our Legal department of 30 has asked us to report all of our time off, late arrivals etc. to his admin.

She is suppose to keep a master list to track the time and submit timesheets of the non-exempt to payroll. Most of the department (including myself are exempt).

With that information she also sends out a daily email to the entire department stating who is out, late or in another office etc. updating it several times a day.

Some of the staff (who are very petty)print the sheets daily and keep track the time of others. The admin in charge also uses the information to solicit details - why are you out, what's wrong, where did you go on vacation etc. If she is called on it, she just says that she is concerned and will retaliate if you don't give her the info she looks for. She also repeats the details to anyone who she thinks is her friend.

The management in the Department are somewhat aware of the situation, but like all other things, they just prefer not to deal with the situation or with her.

In 20+ years of working I have never encountered this, and feels very big brotherish... is there anything that can be said to HR(anonymously or not) to stop the daily "tattle sheet
 
is this person's friend in HR as well? is this other person allowed to have access to personal information? If you are out sick the only thing anyone is required to do if they need a doctors not is say "I was sick"...you don't have to give the details of the illness..thats why there are now laws on this. You could have something very personal you don't want out and should be able to exercise the privacy act...
 
Her friend is not in HR, just a manager (not hers) in the department.
If you give her any info such as I will be on vacation from this date to that - the question start - where are you going, where will you stay, eat, who are you going with, what airline etc. If you don't tell her she will act hurt, cry and then either mess up your time at some point, or find a reason to get you in trouble (mostly the non-exempt staff).
For illnesses, if you call in to tell her you won't be in to "mark her sheet and be part of the email distribution that you won't be in", she will hound you the next day - are you better, what do you have, what are you taking etc. If you take more than one day, she will start asking others what is wrong with so and so, going from person to person.She has been called on it before directly, but she says she was "just concerned".
Her boss does not want to deal with her, so he doesn't ever address her behaivor although he makes remarks about how she is.
