Unfortunately I am not a DVC member, YET. But in talking to a Guide the answer is no. You cannot add it on at DVC. She acted like they were trying to change that policy.
Are they worth the cost? Yes and no.
Dollar for dollar you probably spend more on the wishes than you do if you were to pay cash for food.
In our experience, the first 2 times we vacationed at Disney, DH and I bickered alot about the price of food, (espically when DD didn't want to eat it all.) After that, silver plan has been worth its weight in gold. We go to all the nicer, sit down meals. Each person for lunch and dinner is allowed the following: appetizer (adults only), entree and dessert. We get it all, since this is vacation and it's very exciting. No worries about cost, and the tip is included. And yes, we gain a few pounds.

The dissenting opinion is you feel you have to eat a lot to get your money's worth since the plans are relatively so expensive. Depends on your point of view and your opinions on the quality of Disney food.
But, this is a moot point since we can not get these plans.
Traveling before DVC, we tried so hard to get our money's worth out of the silver plan that eating became an ordeal rather than a pleasure. Now we do breakfast in the room, fast food or room-made lunch, and a nice PS for supper. Costs less, too.
