I'm guessing no. Either they close it all and cancel or leave it open and have the party

But with the party you might KNOW you'll need to cancel things that people paid specifically for like the parade, shows, fireworks, ect. If people want to pay to come in during the storm for normal operating, that's on them. But people likely didn't pay for the party to come in and ride whatever is open.
