We are arriving Dec 1 late in the day and have a PS at Chef Mickeys at 8:00pm. We are not staying at a Disney Resort so we dont have LOS tickets ( We are staying at the DD Best Western at Lake BV). We dont plan to go into any parks on that day but we would like to ride the monorail while we wait before our PS. Will they allow you to use the monorail system if you dont plan to enter a park( Maybe ride around MK and over to EPCOT)?

IF YOU TRY TO GET ON THE MONORAIL AT THE TICKET CENTER YOU HAVE TO SHOW YOUR PARK TICKET TO GO THROUGH THE GATE JUST PAST THE TICKET BOOTHS. HOWEVER, IF YOU GET ON THE MONORAIL AT THE CONTEMPORARY YOU DO NOT HAVE TO SHOW YOUR PASS.

Is showing your ticket at TTC a new security measure? We have never shown a ticket when we boarded the monorail there, nor have we shown a ticket to enter the gates behind the ticket offices at TTC.

The only place I have had to show a WDW admission ticket and/or resort ID is the TTC. And that was only twice in February 2000. The odds are in your favor.

Any multi-day admission ticket entitles the holder to use Disney transportation. You MAY be asked to show your ticket to board the monrail (I doubt it, though), but you don't have to actually USE a day of admission to ride the monorail. Go ahead and enjoy your first evening at WDW. I think dinner at CM followed by a monorail ride is a great way to start your trip. If you are still in the MK resort area between 9 and 10 p.m., try to catch the Electrical Water Pageant. It's a cute little water parade (and it's free to watch). Here's a link with more info:
