I don't believe it has been announced yet if they will work across parks. I believe they work much like magicbands so unless there is a universal controlled RFID long range reader near by there is no way to track you.
Planning on getting 1 each for my 2 DDs, ages 9 and 10, for our upcoming trip this April. What exactly do these wands do? Is there a map of where they do things throughout the park?

They have "magical areas" around both Potter park sections. You look for a metal emblem in the ground, itwill point to the area, and have a magic word and wand motion with arrows. Wave the wand in the correct way and something "magical" happens.
Some examples: make rain fall from an umbrella, make a pile of armor mend itself, make a fountain spit water, make puppets dance, etc
There are some in Knockturn Alley as well (like making the shrunken heads sing and silencing them)
There is a map that comes in the wand box that shows almost all of the areas, but there are a few extra ones that aren't as a bonus. My kids made a bunch of fellow wizard friends at waiting areas, comparing maps
The long arrow at the top of the emblem points to where you face, the motions with arrows are in the middle, and the magical words (descendo/ascendio) are written around.
A little hint: look for a red dot...that's the motion sensor. That's the best place to point the wands...sometimes they don't quite line up with the item that will move. Also, do small movements, moving only your wrist and hand; not your whole arm...otherwise the sensor won't "see" the wand moving.
