Wifi?

I think the intent is for it to be all over, but that isn't completely the case. It is pretty much full coverage though.

I will say this, for things like using the MDE app, we just used cellular data on my wife's iPhone 5. With LTE and the cellular data, there was no need to worry about dropouts and it was pretty fast. The app hardly uses any data.

Based on our experience in May, wifi in the parks is really very good considering. Other than inside attraction ques I only noticed dropping signal on the very edges of the MK. I'm not sure I ever had bad signal in an outside area in any of the other parks.

I mean ... it's not 50 meg hammer down broadband all the time, but I'm not where you'd get that anyway :0)

I am from Canada as well and we go quite frequently and rely solely on the wifi while we are down there and I actually use it quite a bit especially in the lineups. We have been there about 5 times since they started having free wifi.
Overall it's not too bad. I lose my signal in some places but overall it's fine. I know inside POTC we always lose it for some reason. And sometimes inside a few others. But overall I have found it really good considering how many people are there and it is free.

I found the wifi greatly improved this year compared to last year.

Yes. Had no issues with it in the parks at all last month--but some connection issues in our room at Kidani.
We use AT&T, which is WDW's official provider network.

Is it all over or just in spots?

It depends on how many people in an area are facetiming the whole day with someone at home. At times like the fireworks or parades, the connection is un-usable.

I think it's getting better but there are only so may transmitters you can mesh in a area. I've turned my WiFi and 3G/4G off and let my phone use the Edge connection. With everyone on those networks Edge isn't bad.
