Why did Pluto chase the kid?

I know everbody has seen the clip of Pluto chasing the kid at WDW. I never heard the story behind it. What is the back story?

it was disneyland, not only can you see 'Disneyland' over the Emporium name, but the decor suggests it was during the HCOE (or HHOE)

From what I've heard (take it for what it's worth) the kid kicked Pluto in a very sensitive area. I don't know if its true, but I HAVE seen kids really abuse the characters.
