Why can't 5 fit in all the Moderates?

I believe (remember I THINK this is fact) I've read that Walt Disney was terribly upset with Orange County when he built Disneyland and therefore cut a deal with Florida before he built Disney World. The deal was this-Disney World is its own "mini-country"-meaning that they establish their own fire codes and fire and police department, etc. Disney says it's the fire code, but it is Disney that is making the fire code. An example-I remember being in Disney World about five years ago when Florida had a huge drought. There were fires everywhere in Florida, and mini fires in Disney. The governor of the state had a fireworks ban, and Disney DID NOT have to follow it. This was near the Fourth of July, and the papers had a field day with this.

If you're DVC, you know that the one-bedrooms still only sleep four. More than that and you have to go up to a two-bedroom which sleeps 8.
