Why can SSR owners book other DVC resorts...

Look its very simple:

As of May, I will own space at SSR and Edward will have space at BCV.

Today, I can call and see if Edward chose to book his place at BCV. He didnt, so I book his place. The fact that he has to wait to call and see if i have booked my place, does not change the fact that it will be vancant, because I am not staying at my place, Im staying at his. So my place is available for his use.
 
Yes it is very simple.........during a home booking priority period a DVC member is allowed to book at their HOME resort only, NOT at any DVC resort! DVC changed the home booking window from 4 months to 2 months at SSR due to the time factor which is fine but the rules should still have to be followed. SSR owners should have been allowed to book ONLY at their home resort during the 2 month home booking window, then in Feb when SSR is open to all DVC members, then and only then should SSR owners been allowed to book at other DVC resorts. This is not the way it was handled and why some members are annoyed and upset over DVC changing the rules.
As I stated before, the whole thing is immaterial to me since I have no desire or intention of staying at SSR in 2004. It is, as others have said the principle of the whole thing that is annoying and wrong.

Yes, but the reason you cannot usually book at another resort during your priority booking period, is because it is the priority booking period for the other resort owners.

One last try. This statement is wrong and is exactly why this is a system that is unduly favoring one resort over all others.

Your space is not vacant and available. It can be booked immediately by other SSR owners. You did not trade -- you "took". "If" it's still available then he might be able to book it. If not, the musical chair game has ended and he doesn't have a seat.

SSR should have a home resort priority period. DVC could even have extended it so that no one could book SSR except owners until the resort opens. However, if SSR owners are allowed to enter the full DVC system, then their resort should also be a part of the system.

But that can happen under any circumstances. How is that any different than if the booking windows were in the usual place? Members dont get to book at the 7 mos window only if their resort isnt completely booked by owners.
 
It is always a one-on-one transaction to book a resort. You hand over your points to your home resort during the home resort period and get a reservation. You hand over your points to another resort to get a reservation and that availability goes immediately into the general pot. Currently, when SSR owners book a reservation elsewhere they are not turning over anything but an IOU. In effect, your home resort priority period is extended while at the same time your window to book at other resorts opened at the same time as everyone else. You have your cake and can eat it too. ;)

Maybe thinking of the individual is the problem -- think of it as resort to resort. Chances are, as you suggest, this will all work out, especially since 7 months out is August and it seems that most SSR will only be able to book reservations for June/July. However, it is not the way the system was designed and some members are concerned about that.
