I work at a childrens clothing store so I see the worst of it.
We have one woman who walks around SCREAMING at her children, and us-the associates, for the entire time she is in the store. We all had concerns for her children, and tried to report her, but since we had no information on her, they told us there was nothing we could do. She never payed w/check or credit card so we couldnt even get the info off of that. The worst I saw of her was when her daughter (approx. 1 1/2 yrs) was sitting in the shopping cart crying. She picked her up and literally slammed her back into the cart and yelled "Mommy can be mean too!!!". This woman also routinely changes her children at the registers and TRIES to hand us the diapers.
Another terror story:
About 2 years ago, I saw a young boy, no older than 2, walking around, no parent in sight. Long story short, when I asked him where his mother was he responded with "No Mommy...F*** you!". He began to hit and curse at me for several minutes until I saw a manager. When she walked up and tried to figure out what was going on, the boy ran out the door and into the busy parking lot where my manager picked him up and carried him inside. His mother and father rushed up to him. The father yelled at the son, while the mother proceeded to explain that they had left him in his stroller in the front of the store while they went to the bathroom and shopped. When my manager explained what happened, she calously replied "Well did he break anything??" to which my manager replied "I'm not concerned with him breaking anything...I'm concerned with his well being" and with that, they stormed out of the store. Great parenting, huh?
