The bottom line is Disneyland can't do Magicbands due to current state privacy laws. Magicbands can be used to track your location anywhere on Disney property, people never believe me when I say this, but even Disney has this in their information when you go to customize your Magicbands.
California law prohibits this kind of tracking of customers and I only know this because I have received money from class action lawsuits from companies that tried stuff like this.
Ultimately, I wouldn't be surprised to see Disney offer an app for smart watches, as these are technically within the limits of the law at present (strange technicality, huh?), but unless laws are changed there will be no Magicbands.
As for FP 30+ days out, we are planning a trip to Disney World right now and what we wouldn't give to have FP work the same as it does at Disneyland, it is so much simpler and lower stress, ready to go on a ride? Open the app (assuming you have Maxpass) and book a FP, many times the return times are immediate or close to it with a few exceptions on super popular rides.
Dining Reservations? You can get dining same day for most restaurants unless it is a really busy time of the year, especially if you are flexible about time, but even 3 or 4 days ahead of time, aside from Blue Bayou and Lamplight Lounge at present can usually be done. Again, it would be nice if Disney World were to copy Disneyland's model more.
Not saying Disney World is bad, I just much prefer the fly by the seat of your pants that Disneyland offers.
