The bellman thing got to be a real pain in wallet, and sensibilities.
Now, at the start, I ask the bellman if he expects a tip.
If he says yes (they always do

brings the bags to our room, or to my car in the other case.
Never had a bellman object, or fail to meet me!
The only exception is when they transport across resorts.
For dining, I begin the experience at 20% in my mind.
Then decrement that rate for each lack of service.
Good waiters knows when they have slacked and
are able to build back pts. with extra attention.
I never tip the maid staff unless I ask for special service.
I never stay concierge, too poor.
