Who designed this image??

I'm trying to find out who designed this image:

nascar8820 was looking for a Tigger Pirate and I guess did not find one that fit his needs. I thought the above image, which he had in his sig, would look great with Tigger's face in place of Mickey's.

So I wanted to find the original designer to see if a Tigger version existed, or if not, see if it was alright to attempt to alter it to make a Tigger version.
